The goals topic should discuss what you expect this plan to accomplish - after completing your plan, review your goals, and be sure your plan can accomplish those goals.
Define the maximum time your company can afford to be down
Define the maximum amount of data or resources that can be lost (for example, if there is a major disaster, can you accept losing the last days worth of transactions?)
Define the levels of disaster that you expect this plan to handle (while the plan may be written to enable your business to continue to function even if your whole office became inaccessible, a well written plan will also help with much smaller disasters such as an unexpected network server crash)
Define the desired downtime for different levels of disaster (for example, a few hours for the loss of a network server and all of it's data, a few days for an earthquake or fire that makes your office building unsafe to enter, etc.)
Define the acceptable cost of the goals you have outlined
